Emma Halper

Emma Halper is a development and public health professional with over a decade of experience in program management, policy development, and stakeholder engagement. She has worked across government, nonprofit, and academic sectors, leading efforts to strengthen health systems, support humanitarian response, and advance community-driven development.

Emma has held roles at the U.S. Agency for International Development (USAID), the Centers for Disease Control and Prevention (CDC), the Emory Global Health Institute, and Population Services International (PSI). Her work spans global health policy, emergency response, and cross-border collaboration, engaging with governments, NGOs, and multilateral organizations to expand access to care for populations in situations of vulnerability. She brings expertise in strategic planning, partnership development, and fundraising, with a strong commitment to locally led solutions that empower communities and drive sustainable impact.

Emma holds a Master of Public Health (MPH) from Emory University and a B.A. in International Relations and Spanish from Bucknell University. She lives in Washington, DC, with her partner and their dog, Blanche. In her free time, she enjoys trying new cuisines, traveling, creating art, and exploring DC.
